Special: A steel broom may be used as part of a dirty trick attempt to blind an opponent, When attempting a dirty trick this way you gain a +2 bonus. Additionally you may add this weapons enhancement bonus to said check.
A steel broom is a a wooden shaft attached to a head composed of many thin steel wires, these wires are designed to find small gaps in the headpieces of armored opponents and allow for easier damage to the eyes. However the steel wires are fragile on their own and are prone to bending and breaking.

Exotic proficiency sounds about right. If it gave you a +2 to all Dirty Trick maneuvers and allowed you to make such checks without provoking attack of opportunities, it would be in line with the Tekko-Kagi.
Also known as the iron claw, this device consists of a fanlike structure of five 10-inch blades secured to a sturdy handle strapped to the forearm of the off-hand.
Benefit: A tekko-kagi can be used an offensive weapon, defensively like a buckler, or to disarm an opponent’s weapon without provoking an attack of opportunity. It provides its owner with a +2 circumstance bonus on attempts to disarm or sunder swords or other slender-bladed weapons.
Your Steel Broom is more specific, but also adds the enhancement bonus to the check. It's hard to judge how much mileage someone would get out of it, and I'd be very careful to allow it if the weapon allowed you the enhancement bonus to all Dirty Trick maneuvers.
But then again, Blinding is generally the superior choice.

I don't remember where it was stated, but if you use a weapon to perform a combat maneuver you add any enhancement bonuses from the weapon, as well as things like weapon focus, I was mainly restating the enhancement bonus thing as a reminder of that rule.

Yes, and the only combat maneuvers that normally use your weapon are Disarm, Trip, and Sunder.
That's why it's hard to gauge how strong this weapon would be since you normally don't use a weapon and would now suddenly apply all those weapon-specific bonuses to the Dirty Trick maneuver.
I'd assume that unless you have an ability allowing you to make combat maneuvers with a weapon, you can't.

The description of the Dueling (PSFG) special ability implies that Dirty Trick and Reposition maneuvers uses your weapon, but RAW it's only the three mentioned above.
