If I play a Scenario that grants me a new race as a boon, then that Chronicle sheet is applied to the character I used to play the Scenario. The boon granting the new character requires that "A copy of this Chronicle sheet must be the first Chronicle sheet for the given character." Does this mean the Chronicle sheet can be applied to the NEW character instead of the character I played through the Scenario on? Or do I still apply it to the original character, and just make a copy of the character sheet to go with the new character (but the new character doesn't earn XP, gold, fame, etc.)?

Great question! As you state above, the chronicle sheet that you get is applied to the character that played the module (or to the Character you assigned the chronicle to if playing a pregen.)
You make a copy of the sheet and give that to a new character, but all that the new character gets is the Race boon. The new character does not gain any other benefit from the chronicle sheet aside from the race boon.

And (just to confirm I'm following this) since the first Chronicle sheet isn't awarded to this new character, if I later GM the adventure, I can apply that SECOND copy of the Chronicle sheet onto the new character (to get the ability increase). That counts as coming from "another source," even though the same Scenario provides both the Chronicle sheets?

If I get a new race boon on a character that's still level 1, and I can still do a free rebuild on that character because I haven't played it at level 2 yet, can I rebuild it using the race boon?
Yeah, my Ysoki Sharpshooter Soldier evolved into a Nuar Technomancer Steward Officer after I ran Into the Unknown at a convention and got the Nuar boon.
1st level rebuilds are civilization.
