Gear Maintenance Kit

This kit contains metal polish, a small file, a leather paring knife, conditioning oil for leather, two soft cloths, extra leather straps, a sewing needle, and a few buttons

A masterwork survival kit contains higher quality gear and a guide to identifying flora and fauna. It grants you a +2 circumstance bonus on Survival checks to get along in the wild, deal with severe weather, keep from getting lost, avoid natural hazards such as quicksand, and predict the weather.
Nothing specifically mentions it in the rules, because for the most part it is not an issue. Things get wet? Not a big deal unless it is black powder or something flammable.
They do have wading boots (waterproof) and ponchos(water-resistant) on the clothing list.

There is this waterproof bag.
a) whatever you need proofed, you could keep in there?
b) have a giant one made, and then cut holes in it to make an 'engineer's raincoat'?
c) have someone cast grease on the outside of your regular cloak?

yes, water resistant is different than water proof.
there are no specifically waterproof mundane cloaks that I know of.
The game model is rough and doesn't get into details, usually. Most oiled cloaks or leathers won't ever take damage from water (failing a save versus fire or catching on fire is the bigger issue). They should protect your character from wet weather circumstance modifiers.
The spell Waterproof 1st dur 24hrs may be what you want. Prestidigitation can be used to dry you off. Air Bubble will keep your head dry or an item dry.
If you want to keep something dry then a waterproof bag, Spell Component Pouch 5gp, Tent Cover 15gp, or Wet suit 8gp(only waterproof pockets) is what you want, or magical storage(handy haversack, bag of holding, secret chest, etc).
In detail the conditioning oil is so your leather doesn't crack when it gets dried out (leather is chemically treated dead cow skin and the oil keeps it flexible). Water makes leather swell, wrinkle, and pushes out the protective oils, so it cracks after it dries out and is more susceptible to rot. Waterlogged leather leads to fungus, mold, and what not. So the conditioning oil is just part of maintaining your stuff. Classically waxes were used on leather to keep it as waterproof as possible.
