Unfortunately there is no mention of concentration checks or if the caster is even able to cast a spell with somatic components? How would this played? Some say grappled condition but i couldnt find anything in the rules on this. Furthermore why would the enemy be prevented from moving (as the grappled condition gives) by having there hands shackled.

They should indeed have a specific condition for this. Both for this spell, and for mundane uses of manacles, but they don't so something has to be 'made up'.
Two conditions have text that suggest they should be appropriate:
Grappled: restrained by a creature, trap, or effect.
Helpless: A helpless character is paralyzed, held, bound, sleeping, unconscious ....
Neither is very palatable, Grappled for the reason you mentioned, Helpless because while multiple manacles and fetters and restraints could achieve this, simple handcuffs shouldn't.
Personally, I believe grappled without the movement restrictions gives a pretty good answer. Another possibility is the entangled condition which is pretty similar in terms of penalties.
