WOTC did him up in 3.5 as a high level Druid (possibly multiclassed with something else), as I recall.
Never could figure out what they were thinking with that one.
At any rate, he needs access to a lot of Time Stop.
Nah, just give him a fast climb (chimney) and land speed. Make the sleigh an artifact that radiates an immense time stop one night of the year.
I also recall some entity making him a Horizon Walker... or maybe I imagined this.
There are a lot of different traditions that have all melded together to create the modern Santa Claus. He could be an elven wizard, or a druid, or a divine caster who's ascended to sainthood, or even an anthropomorphic spirit of the Christmas season.

Level 13 wizard with Simulacrum. Major image raindeer. Make flying sleigh. Fabricate toys. Planar binding fey elves or Geas actual elves.
Make Simulacrum of self enough times to visit every house in one night. Spend a month or two of down time making the the toys.
Spend the rest of the time having your snowcones use scrying orbs you made to "watch you while your sleeping" and determine who is "bad or good".
Finance venture with coal mines worked by bound elementals or undead.
