Just wondering under the crafting requirements for Dusty Rose Prism Ioun Stone it says special: creator must be 12th level

Is that mandatory or can I bypass that and just increase the DC by +5?

Would the DC of a Dusty Rose Prism Ioun Stone be 10 then? Or 5 + 12 = 17?

The DC is 5 + the items caster level. So normally, that would be 5+12 = 17. If you bypass a requirement, you add 5 to that. So by not meeting the caster level requirement, the DC becomes 5 (base) + 12 (Caster level of item) + 5 (missing prerequisite) = DC 22.
