Greetings!
I purchased the $25 Tier of the PWUC bundle, which includes a number of items I already own. Based on what I (believe that I) remembered from previous Pathfinder Humble Bundles, I thought that the titles would be separate line items, so they could be redeemed on an individual basis.
My brother is moving ~6 hours away, and I was hoping to be able to give him the codes for books I already had, because I won't be able to hand him any of the books directly anymore.
Is there any way to split up the lower tiers?

While that's a bummer, it's understandable.
I'm not sure if the following is an idea for Paizo or for Humble Bundle, but it might be a good idea in the future to clarify this in the fine text below the tiers.
The following language is present:
"After purchasing the bundle, you will receive a redemption code to be redeemed on www.paizo.com where you can download each PDF."
...but it wouldn't be difficult to add some language clarifying that "each tier must be redeemed in full, and cannot be split", just to manage expectations.

I was one (of many) who complained about the dreadful download process during the first Pathfinder Humble Bundle offering. But I also want to recognize when something goes right.
I took advantage of this recent Pathfinder Worldscape Humble Bundle offering. The download process for all the Dynamite and Paizo content was painless!
So, great job, folks at Paizo, fixing the process!

I have to agree with Finnigan Dusk. I purchased the $45 tier thinking I could give the books I already have to a friend of mine. I've been trying to get him involved, and I am sure that if he were able to download some books for free (as a gift from me), he would be hooked and start playing. This of course would mean Paizo would make more money as they would have a new player.
I assumed there would be no problem in doing this as the first time I purchased an offering from Paizo through Humble Bundle I received individual keys. This time however, I only received a key for each tier.
This will make me think twice before purchasing again. Having extra keys is nice to have as I can gift them to others, or even donate them to a charity like the Jack Vasel Memorial Fund Auction. Either way, Paizo makes more money because it brings in new players who will want to buy more things. As my collection grows, the bundles will become less attractive. I was very disappointed when a tier only had 1 new item. Had I known ahead of time I couldn't split the items, I would have sent my friend the key and given him the entire tier.
I realize giving a key for each item means more work for someone, but it is a better way of marketing your product. It also will get more people to use Paizo products.
Another option (if you want to continue using tier keys) would be to give back some credit if people already own a title. That way, people that own most of a bundle might purchase higher tiers to get something they want, knowing they would also receive some credit at Paizo for future purchases. There would be no way to track everything a person owns, but your system is already tracking what we own electronically. You could state that the credit is only for titles a person already owns electronically. How much credit? I'd say split the tier by the # of items. If there are 5 items in a $15 tier, then each title a person owns electronically would be worth $3. This way, a player who has almost everything would be more willing to buy a higher tier, knowing they'd be getting some credit for a future purchase.

I just looked at my account. The first Paizo/HumbleBundle that I participated in was February 2016. I received four different keys, one for 2 products, two for 7 products each and one for 29 products.
I also would have preferred separate documents that I could give away. However, I understood what I was purchasing and it's limitations. I did purchase a few $1 or $6 rewards for the purpose of giving them away.
