Using Wyvaran as the example.
If I replace Dark vision(rp/-) and slapping tail (rp/3) for evasive maneuevers (rp/unlisted) what is the total race point value of my wyvaran character.
Is it:
a.) 17;alternate racial traits without a listed value are considered equal to the thing(s) they are replacing?
B.) 14; removing slapping tail reduces the value by 3.
C.) Unknown; Evasive maneuvers has an unlisted rp value effectively making the character an unlisted RP race now.
Advisement much appreciated.

Not sure. I think the intention is that the GM is either using the RP system or using the "select a race" system. The alternate race traits is a "select a race" option where the PCs just choose a race and then can only modifiy it by swapping alternate race traits. The RP system involves having a set RP budget for characters and then select/creating races based on that budget. In the case of the RP system, players can use the race creator to adjust their PC as needed and don't need or require the alternate race traits.
So to answer your question, I think alternate race traits aren't really intended as an option if using RP. I think the logic is that you just pay the listed RP cost for those abilities instead of swapping (and it is without a listed cost, you can't take it).

Given that the RP system is intended as a guide for GMs, my question would be "why do you need to know?"
If you're a GM trying to figure out whether it's balanced, the fact that you're allowed to swap darkvision and slapping tail for for evasive maneuevers suggests that it's more or less balanced - you don't need to know an RP value.
If you're a player who's been told they can play any race up to a certain RP value, and are wondering whether you can use alternate traits to lower the RP value of a race... I'd say technically unknown (C) and closer to 17 than 14 because in theory it's a balanced trade (or at least one that some players will find worthwhile). You may be able to work with your GM to make a slightly toned-down version of a race that is just above the GM's cutoff, but it will probably involve dropping racial traits rather than just swapping them out. Or at minimum, making trades that are clearly not optimal for your character. For example, for a Drow without the ability to summon Demons, the "Blasphemous Covenant" alternate trait gives them merely a +2 to Diplomacy with these specific creatures in exchange for +2 Perception and poison use, which is an underpowered trade for that character.

The RP system is broken, but a GM should always beware of anything published by anyone. I built a 'swap-out chart' to switch things out, only to find certain things synced far better than I planned. Others can be worth more or less, depending on the campaign. In one game I play in, a bonus to saves against undead is desired beyond most others, shame no race gets one. Wings are almost too cheap, but come with drawbacks. Ability score increases are broken and racial adjustments to them are as well. Others have written far better warnings than I, and consulting them would not waste your time.
