If I cast a spell like Flurry of Snowballs with a lesser rime rod, does the enemy stay entangled for both rounds without a saving throw? Or can they attempt to break out each round?
No break out. They're not anchored to the ground as they would be with a tanglefoot bag though and can move (though at half speed).
