A whip aka taclash or xenolash should be dex based not strength, especially since it gives you trip and disarm which is all about precisely wrapping the whip around a specific part of the body/weapon.

I think it's a balance for the fact Operatives gain a lot of benefits from using operative weapons. For the same reason unarmed strikes cannot use Dex to attack.

Also, don't forget that operative weapons come with a downside: they only get half specialization damage, just like small arms. Operatives might want a dueling sword to be such, but lots of other classes would rather have the extra damage than the ( possibly irrelevant ) substitution of Dex for Str.
