What's the level of a spell appearing on two spell lists at different levels? I remember having read about a hierarchy, something like: if the spell appears on the wizard/cleric/druid spell list, use its level on such lists; if not, check on bard/magus/inquisitor spell list; finally check on paladin/ranger. However, I can't find this, therefore I'm probably wrong. But still, considering a 7th level cleric spell as a 4th level one just because it appears on the paladin list can definitely lead to utter cheese.
For example, for the purposes of creating an intelligent item, which is able eventually to cast one (or more) spells up to 4th level AT WILL, what's the level of this spell?

Some spell-like abilities duplicate spells that work differently when cast by characters of different classes. A monster's spell-like abilities are presumed to be the sorcerer/wizard versions. If the spell in question is not a sorcerer/wizard spell, then default to cleric, druid, bard, paladin, and ranger, in that order.
So you get very little say in having early access to spells by cherry-picking from the Paladin/Ranger lists.

I suspect that you are thinking of the Universal Monster Rules for SLA's.
A monster's spell-like abilities are presumed to be the sorcerer/wizard versions. If the spell in question is not a sorcerer/wizard spell, then default to cleric, druid, bard, paladin, and ranger, in that order.
