Here's where we've been discussing it since PaizoCon's announcement
Um, there's lots of WftC Spoilers in there.

On one side I am "Yay, finally!" on the other "OMG, one year until it is completed". I was just getting the motivation together to write my own Taldor city AP, set wholly in Oppara.
And now I basically feel that it would be a waste of time to start now if in one year I get either a very good AP, so I don't have to write my own. Or that I can cannibalize this AP to make my own ideas so much better.
Oh, well. It's not as if I am suddenly running out of material. Still on Reign of Winter for a long while and then it should be time for Hell's Rebels first. And who knows if I won't like Starfinder so much that I need to GM there, too.

Taldor, Knights, Spy's, Intrigue! Can't wait.

Of course we don't know yet, regarding the border standoff between gloriously decaying Taldor and awesomely vile Qadira, but the plot-points and themes we've gotten from Paizo lead us to conclude that Qadira isn't going to make an appearance in the AP at all.
Nonetheless, if Qadira makes an appearance, it's likely going to be in this volume by Mikko Kallio.
Now, of course we don't know what is going to be in these adventures, and if there is certainly the potential for an individual author to include a little Qadira tension, but from what we know, on the surface, it doesn't look as though Qadira may be mentioned.
