Would I need to take racial heritage (Ogre) on top of this in order to gain a feat such as Fetid Breath or some other Ogre feat? Because it sounds to me this Racial Heritage is just a feat tax, Giant Ancestry already indicates that I have giant ancestry in my blood. Shouldn't Giant Ancestry be enough of a prerequisite bypassing Racial Heritage (Ogre)?

Just be thankful that Giant Ancestry only replaces Skilled. And it isn't a tax because the two are seperate - you don't need Giant Ancestry at all in order to take Racial Heritage (Ogre).
Though if you really want to go all Ogre, you could take Giant Ancestry to replace Skilled, and Adoptive Parentage (Ogre) to replace the Bonus feat. Then take Racial Heritage (Ogre) for your 1st level bonus feat.
