I have seen many different answers on the board here so I figured I would ask this question again.
Mounted Archery Feat States:
You are skilled at making ranged attacks while mounted.
Prerequisites: Ride 1 rank, Mounted Combat.
Benefit: The penalty you take when using a ranged weapon while mounted is halved: –2 instead of –4 if your mount is taking a double move, and –4 instead of –8 if your mount is running.
Does this mean that while riding, I can make a single move attack, and a full attack from my mount?
But, If I make a double move from the mount and full attack I get the -4?
Yes this could be a redundant post, but there were so many different answers.

I'm not sure what your question is exactly.
Normally while mounted you may make a full attack at no penalty (assuming you have a composite longbow or shortbow).
If your mount doubles moves, you would normally take a -4 penalty to attacks while it does so. If your mount runs you take a -8 penalty to attacks while it does so.
The mounted archery feat reduces those penalties to -2 and -4 respectively.

When you are mounted, you and your mount still can take separate actions. If the mount moves, you move with it without using up your own move action. That means that even if your mount is taking a double move or running, you can still make an attack (though there are some limitations).
As Claxom said, you can always make a full attack with a ranged weapon no matter how the mount is moving, but there are penalties if it moves more than one move action. Mounted Archery reduces these penalties.

AFAIK you and your mount act at the same time, you need first to roll a DC 5 Ride (lots of GM just ignore this at some point) check to guide it with your knees, otherwise you won't be able to use your 2 handed bow or any other 2 handed weapon (chivalry lance is the exception) for attacking. You can only start your attacks while mounted once it has made at least half his movement.
- If the mount takes a move action you have no penalty
- If the mount takes a double move/charge action your penalty is -4
- If the mount runs the penalty is -8
The feat halves those penalties as other said.

Slight correction.
The CRB states in the paragraph about mounted ranged combat:
"In either case, you make the attack roll when your mount has completed half its movement."
The attacks are completed at the halfway point of the mount's move, not at any point after the halfway point of the mount's move.
