So could the initial benefit be used with Vital Strike, Cleave or Power Attack? Thanks

This ability says its a Standard Action.

Cleave says its a Standard Action.

Vital Strike says its an Attack Action, which is a specific type of Standard Action.

Two standard actions may not be used with one another.

Power Attack, however, does not have an action associated with it. So you could use Power Attack with any of the above abilities.

It looks like you can use vital strike with the advanced benefit though. So first turn you could make them bleed second turn vital strike, but unless they moved away from you it would probably be better to full attack (early access to vital strike via warpriest is the only time I could think that wouldn't be better).

For the future, looking for Vital Strike Capability you'll want language like:

Whenever you make an attack as a Standard Action...

vs.

Make an attack as a Standard Action...

You're still making an attack so if the conditions are right that would allow you get Sneak Attack then yes, just like you can still use Power Attack with the ability. Or were you asking about something else?
