So since it adds caster levels a caster would seem best to take this prestige class, but what I am asking for is which one? I'm planning on making a DMPC for an upcoming tech-centric game I'm running as prep for Starfinder's release and she will be taking the Technomancer PRC from the technology guide. I'd like to know which full-casting class would synergize the best or if it would be better to do a more hybrid-role class like an Inquisitor/Magus.
I would prefer a spontaneous caster choice if possible for the sake of ease of play (including archetypes).
Specifically however I would like something that could also have healing spells and synergize with being a crafter.

You definitely want a full 9-level caster. The Technomancer is only 1/2 BAB progression so you'll be focusing heavily on spellcasting and won't get much out of class features from hydrid-role classes like the Magus. The Technomancer is limited to Arcane spellcasters only, so you have very limited options if you want to have healing. I don't think the Witch is a particularly good option, so I'd personally drop any pretense of getting healing spells on him. If you want both spontaneous casting and good crafting options, then the Arcanist is the best pick for you. It gets spontaneous casting while being intelligence-based for a good selection of skills and being able to swap out spells on a daily basis to meet crafting requirements.

I agree with the above except that it's a DMPC, so optimization/effectiveness may not matter. If you absolutely must have healing to help the party out then Witch is ok but you're not getting much out of technomancer side of things.
They will only be crafting tech, not magic items for the most part if at all so will spell selection still matter?
