Maybe now that the game has been out there for a while and people have had some time to play it and find the rough spots, this is a good time to start planning one.
What should go into it though?
How about explaining some of the design decisions?
But also ...
* - Downtime Rules?
* - Revamped Starship rules?
* - More in-depth Environmental rules?
* - Some alternate setting ideas?
* - "Unchained" Rules for some of the classes that could use tweeking?
* - Stock NPCs?

Could be, something like Ultimate Campaign? Building shop, a colony, an empire?

I think they promised more starship roles for the Character Operations Manual already.

Like what? I don't think most of the ones in the CRB get used a lot - what I'd really like to have would be a sort of condition cards for environments, to make them a bit easier to deploy in a game session.

Doesn't seem to be Paizo's style. One game that seems quite suitable for blending with Starfinder though is Stars Without Number. That one has a lot of system-neutral stuff that would work very well in Starfinder.

Counting on the Character Operations Manual for this. This doesn't really belong in a GM-oriented book.

Isn't it straightforward to just derive them from the Alien Archive NPC/Monster creation rules?
Though I would enjoy an NPC/Villain Codex, mostly because they tend to result in extremely useful pawn sets.

You ask for a lot of things that would be good to have, but few of them seem like things that I'd put in a GM focused book.
