Armor with an Inscribed Spell

Rules Questions

Can a spell inscribed on armor be given permanence? For instance, could the armor be inscribed with permanent fly?

yes. The item can fly. but that does not necessarily mean the user can, you need to look at Use magic device. As for the actual effects. Basically its the equivalent to a suit of zero gravity, where you can basically leap and continue going that direction but slow down and be pushed with wind resistance.

Are you speaking of spell scribed armor?

If you are, it works just like a scroll, except that it costs 4 times as much, you need to be proficient in the armor to activate it, can only activate it while wearing the armor, need craft magic armor (in addition to scribe scroll or brew potion) to make it, and it does not provoke an attack of opportunity when you use it.

I have no idea who would want to make or purchase such a thing. At any rate, Fly cannot target armor, and the Fly spell is not a valid target for permanency.

Try the "Radiant Flight" armor property (+15,000gp flat cost) or Celestial Armor (Unique armor) instead. I am sure there are others as well.
