So as far as I can find a Tiefling can come from any humanoid race and the only rules that can change from this is said Tieflings size (and all the things directly affected by it such as ac bonuses). With that said, I am sure someone has asked this question before but, if you say have a Tiefling Strix would they have flight? Although the rules clearly imply that they do not this feels very broken and I'd like to know how people work around this or if I'm missing something.

As you say, the rules clearly imply they do not. As for fluff reasons why not, fiends as a whole are often misshapen or have some physical deformities / abnormalities, so its not a stretch to assume this could manifest in its wings because A: the fiendish ancestor may not have had wings, B: the fiendish ancestor's wings could have been anatomically different than a strix's or C: even a minor genetic alteration to wings could prevent flight. A bird's wings for example are very delicate finely tuned structures comprised of specialised components perfected over billions of years of evolution that require constant care to function correctly, I dont imagine that if you somehow spliced its DNA with a bat the offspring would be able to do much more that flop about. Lets not even get into the discussion of what would happen if you bred it with an extraplanar being formed from a bubbling pustulant fiery pit of evil souls. So be thankful that your strix-fiend crossbreed can even blink or breathe properly before complaining it doesnt get the crazy 60ft flight speed of the strix.
In regard to it being "very broken", that's just funny.
Clearly if you're discussing the idea of playing a tiefling or a strix, let alone a hybrid, you'll be playing a home game, so why not just:
A: play a strix and say he's part fiend, there's plenty of feats and traits that emulate just that. Classes too, bloodrager springs to mind to epitomize the fiendish fury manifesting.
B: play a tiefling with purely cosmetic wings until you find a way to get flight, maybe as a part fiend your wings havnt grown in yet when you first roll your character? (See vestigial wings)
C: If you feel really hard-done-by then go strix and plead with your GM to give you the fiendish or half-fiend template, though if I were GMing i'd probably just slap you for this.
D: Take it a step further and just ask the GM for wings as a tiefling.
E: Play something simpler and realise that it's your character's personality and exploits that'll make him interesting, chances are, if youve even considered playing something as unusual as a strix-tiefling you could do with stepping back and re-evaluating what you want from a character ;)
Of course, if you're the GM and making an npc, then you can do whatever you want, so feel free to throw templates around and get creative. The concept of tieflings even being classified as a separate race is weird enough, it'd make much more sense to have kept it as a template applicable to any race. As it stands all the rules do is help you create an approximation of whatever concept you have for your character.

Because 95% of what makes a tiefling a tiefling is the same regardless of descent and so adjusting for size and nothing but size is elegant, avoids rules keep and million rather foolish complications.
Want an elvish tiefling, just skin it that way.
There are a couple corner cases, like Strix, which can be easily house ruled (ie, give them wings).
But keep it simple stupid is just logical.

Both the Bestiary and Advanced Race Guide state they are offspring of humans (not humanoid) and fiends:
Tieflings
Simultaneously more and less than mortal, tieflings are the offspring of humans and fiends.
Tieflings are humans with demonic, devilish, or other evil outsider blood in their ancestry.
This is not to say a GM couldn't rule otherwise in a home game.

They don't need to, Blood of Fiends overrides both of those.
Granted Human=Fiend is the most common, but you can have Tieflings from pretty much any humanoid.
