If I have Upgradable on a legendary magic item and reaches the end of it's upgrade chain (Cloak of Protection +1 ending at +5 for example), is the upgradeable ability just useless after than ?
It seams like it would only be worth putting on weapons/armor and possibly a Ring of Protection +1-5 (to potentially upgrade to a Ring of Splendid Security)to max out the value of taking the trait as after a certain point it doesn't do anything unless you can add new magic item abilities to upgrade.

You are correct. Once you've reached the end of an upgrade (for half the price and a tiny fraction of the time!), upgradable stops doing anything.
I'd be really tempted as a GM to allow Major Artifact Legendary Items with Upgradable to be upgraded by one more step (an extra +1 for weapons, armour, rings of protection, etc, +2 for ability score enhancers) for double the "normal" price. But that's a heck of a house rule.

@Cookie: For what it's worth, I've always ruled it that anything better than the original item (whether it's an additional enhancement or equivalent, a new power, et cetera) counts as an upgrade for the item. So if you had a ring, for example, it could give you your usual deflection bonus, but also various elemental resistances, a force shield, and other powers you might want. The fact that players generally want other gear eats up their money and helps stop this from being too abused.
