Example from Half-Elf Racial Traits this could let a player take the race trait +2 to One Ability Score: Half-elf characters get a +2 bonus to one ability score of their choice at creation to represent their varied nature.

But some of the Racial abilities are more or less balance to some of background Traits

There are two different "traits" that your talking about.
The Race traits (having been called Racial in the Gnomes of Golarion) are traits taken at character creation that can only be used by the race indicated. (The Half Feats)
The Racial Traits are those that exchange one aspect of the race for another, such as getting Scent in exchange for low light vision. (I wish this was real)
Racial Traits (I hope I have that right) are not a mechanic that can be used with Adopted. The traits you can take are the ones listed as traits for the character to choose as background, not those from the race make up of the character's own race that trade out one ability/aspect for another.

Race Traits are different than Racial Traits. You can pick a Race Trait (a trait in the Race section of the listing) that matches the adopted race. By the rules, you may not pick a Racial Trait.
Example Race Traits from the Advanced Player's Guide include:
Goldsniffer (Dwarf)
Tunnel Fighter (Dwarf)
Forlorn (Elf)
Warrior of Old (Elf)
Animal Friend (Gnome)
Rapscallion (Gnome)
Elven Reflexes (Half-Elf)
Failed Apprentice (Half-Elf)
Brute (Half-Orc)
Outcast (Half-Orc)
Freedom Fighter (Halfling)
Well-Informed (Halfling)
Scholar of Ruins (Human)
World Traveler (Human)
The race traits give you small bonuses and do not require that you trade out another Racial Trait.
The Racial Traits require that you trade something out in order to get the trait. Note that the attribute bonus is not a Racial Trait -- it isn't something you can trade away.
Half-Elf Racial Traits are things like:
Ancestral Arms (trade away Adaptability)
Arcane Training (trade away Multitalented)
Dual Minded (trade away Adaptability)

The "Adopted" trait just exists as a means to allow anybody to take a trait (the half-feats, which you generally get two of at character creation) which has a race prerequisite without actually being that race.
So if there's a trait that has a prerequisite of "human" or "kobold" and you want that trait, but are not a human or kobold you may select "adopted" and then just pick the trait.
The "this trait lets me get +2 to a stat" interpretation doesn't pass the smell test of "this is vastly better than other traits" which should point you to something being wrong with that interpretation.
