Does a numerical bonus enchantment (+1) need to be on a suit of armor before a fixed cost enchantment can be put onto it?

You need to enchant a weapon or armor with at least a +1 enhancement bonus before enchanting it with any kind of other magic property (whether that property has an enhancement-equivalent cost or a fixed one).
