What is the difference between "forbidden" and "not legal for play"?
Additional Resources lists certain items as "not legal for play" but Words of Power (Ultimate Magic) are "forbidden". As far as I can tell this is the only time that "forbidden" is mentioned in the Additional Resources.
Is this a PFS question? Maybe you should move it there...
