Mark Seifter (who designed the class) said that a Kitsune kineticist couldn't use blasts when foxy because they lacked prehensile appendages, so I'm going to say no, since if foxes don't have prehensile appendages then neither do ravens.
The standard is probably "your character has prehensile appendages enough to use a kinetic blast if and only if they could also wield a weapon".
