Doesn't look like it.
The Prestigious Spellcaster feat does not have any effect if your favored prestige class does not have the spells per day class feature, or if it does have the spells per day class feature but already grants a level increase for every level of the prestige class (as do the arcane trickster and loremaster prestige classes).
While Evangelist lets you progress in a base class which might have spellcasting, the prestige class itself doesn't have the spells per day class feature.
(It was too good to be true.)

Gives you an extra level of the Spells Per Day class feature. It has no effect if the Prestige Class has full progression (ie: Loremaster or Arcane Trickster), or does not have the feature.
Can be taken multiple times, cannot increase past HD, has a single prereq but only works for ONE prestige class chosen.
