I know as far as snakes go, there is the Nagaji, but I'm looking into a serpentine playable race that does or CAN (via alternate racial trait perhaps?) have a snake tail in place of legs. Now, a barely tweaked Merfolk seems like a possibility, but I'd already chastised a player for not conceiving his PC as a realistically-minded character, and merfolk seem to be one of the worst PCs in a group to roleplay, unless the reflavoring them to a playable variant of a "snake-tail-for-legs" sapient race makes them more open to adventuring in a party.
Any other suggestions I may be missing? (An alternate racial trait for Nagaji would be a bulls-eye)

I am 99% sure that a racial option for getting a snake tail doesn't exist in a Paizo rules source (monster-as-PC guidelines aside). Merfolk is the closest thing available.
You could always just make something up for them. Its your game.
I do have to ask though, what makes Merfolk so bad if you take Strong Tail or Secret Magic for fins to feet? Fins to Feet lasts for hours, and Strong Tail gives you a move speed only 5ft worse than most small characters.

A merfolk with strongtail seems to be my best option, but the very few descriptions of merfolk characters doesn't really lend very well to a merfolk adventurer in a group of adventurers.
Also, not sure what bodies of water a merfolk would reside in in Ustalav, and not even sure if it would or should count as a merfolk or not (the player who's interested is 90% sure he wants to be a Snake Shaman Druid) so not sure if he should play her [his character] as a merfolk whose bond with the natural essence of serpents has changed her fish body into a serpentine body, or if she is a serpentine Lamia made playable via being a merfolk on paper.
