To have asked James Jacobs myself, he answered me this:
"There are some non-evil villains in Villain Codex, but the majority are evil, because that works best for villains in a generic sense."
Indeed. Evil villains are generally excellent villains for evil campaigns as well as for good and neutral campaigns. As just one example, scheming evil PC nobles could have their hands full trying to take control from the equally corrupt (and better connected) evil political establishment.

Uhhh...that was supposed to be about the Regal Court villain grouping, actually.
