There is one scenario (and one Special that is no longer available) which offers a Race Boon.
The vast majority of Race Boons are given to GMs who help out at Conventions.
If you are unable to make it to any Conventions regularly, I'd suggest looking for a trade in the Boon Trading thread.

So despite all the talk of earning Race Boons, there is only a single race boon I can earn while playing in my local games? Which race is that?

I've been trying to poke them into some kind of game day support for years. They may finally have something in place to do it (see the event support thread)

You might contact your local VC/VL/VA to see what is going on in the area that might have racial boons available. Smaller conventions get them, larger gamedays can get them. It's not just all about the larger conventions. But the local people will know better what's available in your area than I would.
She agreed to go, and did just fine (aside from some knee pain from not being able to find her brace). She marshaled so was constantly having new people coming up to her and she was having to interact with them.
Her report was that Gencon "wasn't as bad as she thought it would be" which I'm taking as a win lol.
I understand not liking crowds of people, perhaps getting together with someone local who has been to the convention that can explain what you're going to be facing when walking in may help in getting in there and going for it. It may not (depends on your psyche I would suppose), but it may and that would open up more options for you than just what is available from the core and the guide (have you checked out the additional races available in the guide?

Race boons are normally given out to GM's at conventions - online, PbP and F2F. So there are opportunities for people who don't like crowds to earn race boons - you just have to be willing to put the hours in prepping and GM-ing.
Players do not normally get race boons except for the one mentioned that is a reward in a scenario and has a cost attached to it.
The next online convention I know of is Aethercon (I believe 11-13 November) nd AFAIK they are still looking for GMs. I would post a link but I can't find it at the moment.

Maybe the racial makeup of Golarion should be made a little more prominent in the Guide to Organized Play or somewhere else that new players would see more. I feel like it's a lot easier to justify not everyone gets to play a Skinwalker, Changeling, Ratfolk, etc., when you can see the statistics of Golarion is ~95% human, elf, dwarf, half-elf, half-orc, halfling, gnome. With the majority of that other 5% being kitsune, nagaji, wayang, tengu, oread, ifrit, undine, slyph, which are now all available races to anyone.

I would like to point out that Kitsune, Wayang, Nagaji, Ifrit, Sylph, Undine, Oread, and I think even Tengu all used to be Boon Races. Which means that the races that are the current boons may cycle down to Always Available in a season or two.
Also, as other people have pointed out, if you dislike crowds, you can always GM a PbP or Online game during a PbP or Online convention, and earn your race boon that way.

Murdock, if you wished, you could start up a PbP game right now -- even something simple and free, like Master of the Fallen Fortress or We Be Goblins -- sign your table up for PbP Gameday V and earn a Grippli boon.
How awesome is that?

On a side note, looking into running Iron Gods. The player's guide for it references Android characters as an option, but I guess those aren't allowed if I'm handing out Chronicle sheets (unless someone has an Andrioid boon acquired elsewhere)?
You can, as said in your other thread, if you run it in campaign mode.
Also, talk to your local venture critters, while it is called 'con support' the defenition of a con is 15 tables over a whole weekend. While a small location might not make that, your larger local game day might make those tables and qualify for support. And will be a lot less crowded.

Play by post is a very different beast. Lots more chances for roleplay and interior monologue. You can play with people all over the world. Sometimes it's maddeningly slow. However, it's speed is also a strength. It can give you more time as a GM to look up stuff and deal with rules questions.
GMing it though is not for the faint of heart. It requires commitment to finish. If you're going to do it, I recommend reading Painlord's Guides first, and either playing a game or reading the play-by-post of a game that you've already GMed to get the sense of it.
I also highly recommend hooking up with Flaxseed Lodge. You'll likely be able to recruit a party easily through there, and have a whole bunch of GMs who can give you advice.

One problem with that approach is that I am fairly sure that orcs and goblins are far more numerous than elves or half-elves, but there are reasons other than absolute numbers why orcs and goblins are less available as PC races.
