nope. They are only for sorcerer's and bloodragers, not for classes with a bloodline.
I think I'd buy that pretty easily if we were talking about something like the Blood Arcanist archetype, which states you select a bloodline and gain the power from that bloodline - the eldritch scion, on the other hand, states that "An eldritch scion gains a bloodrager bloodline." In any case, I don't really see an RAI reason they would have had to limit it to just those two classes, but NOT other archetypes that pull abilities from those classes. In fact, most times, the opposite is true - archetypes that add an animal companion to a different class, for instance, can still usually use feats and abilities that talk about a "ranger's animal companion."

In blood mutations it says that Bloodragers and Sorcerers can take these options. So only they can take it. The creator said he did it that way since many people were saying that the blood arcanist invalidated the sorcerer, so he wanted to have sorcerer only toys. The bloodrager got them to for some reason. But he wanted it limited to give more reasons to pick and support for certain classes.
