I think that this may have been addressed but, if so, I couldn't find it.
Serpent's Ire uses specified level 8 pregens. Which leads to two questions. Note, I'm not trying to reopen the whole pregen death issue, I genuinely don't know the answers to these questions. And I may have an opportunity to play Serpents Ire this week.
1) Is it still the case that the character that I apply this to must be L7 or lower? On the one hand, the guide says it must be applied to a lower level character. On the other hand, my 8th level character cannot play this scenario so the usual reason for that restriction doesn't apply.
2) If my character dies and I chose to apply the chronicle to a real character how much is that real character supposed to pay? The guide tells me what to pay for a L7 pregen but this is NOT a level 7 pregen.

1) My understanding is that it must be a lower level character. We know of no exceptions for pre-gen only scenarios.
It's been some time since I've played Serpent's Rise (and my Chronicles for it aren't nearby), but I seem to remember when it debuted at PaizoCon, we were told it had to be applied to a character the same level as the pregens used, but was later clarified as being applicable to a character within one level of the pregens... or am I misremembering that?
2) I've been told to use the highest level not less than the pre-gens level. For an 8th level pre-gen, use the 7th level value. For a 6th level pre-gen, use the 4th level value.
I'm not sure I understand this. Your examples appear to contradict what you've been told (you're using a level that is lower than the pregen's). Or am I just looking at this incorrectly?

1) For pregen only scenarios, you can apply the chronicle to a character within one level of the Effective Level of the pregen (I use effective level because John and Linda have been cretive with this year's pregen only specials). So, for Serpent's Ire, you can apply the chronicle to someone of level 7, 8, or 9.
2) I don't remember where I saw it, but the current guideline I heard was that for pregen-only scenarios it drops down to the lowest normal level. So, Serpent's Ire would follow the rules for a 7th level pregen, and Through Maelstrom Rift would follow the rules for a 4th level pregen.

Not so bad for me. I enjoy low level PCs and often loose interest in running them at about 7th level or so anyway. This added to the uncertainty Nefreet is pointing out... Yeah, just easier to put it on a new PC.

I can only find the section for Applying Credit on pg. 7 of the Season 8 Guide. There is says to apply it when your character is the level of the pregenerated character you played. I can't find anything that over-rides that.
I've just reached 6th level on the character I applied Serpent's Rise to and want to buy something off that chronicle.
Has campaign management issued any clarifications on this?

There are many clarifications in limbo.
For the Pregen-only scenarios, I'd personally rule that you can apply the credit once your character reaches the Tier of the Chronicle.
Most of those are within 1 level of the Pregen. So even your Level 9 PC can benefit from Serpent's Ire.
Otherwise, having those Chronicles spanning 3 levels doesn't make much sense.
But, obviously, YMMV.

So, for Serpent's RISE, the pregens are level 7 so you can apply it to a 6, a 7, or an 8. In Serpent's IRE, the scenario I was referring to in my post that you quoted, the pregens are all level 8, so the chronicle can be applied to a 7, an 8, or a 9. Which is what the chronicles say, but when you get to the table to play your GM should make sure to tell you that. This is just a general rule of thumb, and looking at True Dragons, Through Maelstrom Rift, and the We Be Goblins series the same holds true for all of them.
So if you applied Serpent's RISE to a character, it would go into effect as soon as your PC hit level six, the lowest level of the chronicle, so you would be in the clear. If it was Serpent's IRE, you would have to wait until seven, the lowest level of 7-98's tier on the chronicle.

Yes, we are asking the same question about two different pre-gen only scenarios. Hopefully any answer would be consistent between the two.
The tier box is a standard part of a chronicle sheet. I can easily see them putting a range in there because "Hey! We need something to put in this box!". In the case of Serpent's Rise, the numbers were there before the Season 8 Guide was available.
I was hoping perhaps a clarification had been posted by campaign management.

Nope. Not yet.
The way that Tonya's last post was worded, it seemed (possibly) that there would be no further guidance for another six months. They want to receive feedback on how the new rulings work.
The immediate response was that we'd appreciate answers now, since many people are confused as to how the new rulings are even supposed to work (such as this question).

I was hoping perhaps a clarification had been posted by campaign management.
On the other hand, I consider that level range box to be specific direction which overrides anything the guide might say about how to apply the chronicle. If only because the majority of players will treat it that way, whatever the final ruling is, because e majority of players will not read the guide or look online to find the ruling.

Dredging through my memory a bit, but as I recall it, Rise was originally printed as just a level 7 chronicle, and was changed to be a 6 to 8

Back at Paizocon when it first debuted, the chronicle for Serpent's Rise was Tier 7, though I believe it was clarified in the GM thread that it could be applied to a 6th or 8th level character as well. When it was updated and finalized for Gencon, they fixed the chronicle to be Tier 6-8.
But yeah, we should be using common sense and going by what the Tier is on the chronicle for pregen-only scenarios when it comes time to apply them.
