feats are either always on and working (dodge/spell focus), are riders on other actions (power attack/combat expertise), specify the actions they take (style feats) and tell how often you can do them (stunning fist/elemental fist)

Feats that have a limited number of uses usually indicate so in their text. If not indicated it is unlimited.

Though, there might be exceptions to this general statement I can't think of any.
