I am trying to make a character that needs 4 good stats, and I wanted to do something fun this time around. I read over the Fins to Feet spell, and I assumed since it had a duration it could be made permanent.
Though I do remember a friend of mine informing me that spells that can be made permanent have specific text stating that it can be made permanent, but besides that, is it still possible to permanency this spell? I basically want to just so I can have near perfect help for stats while using an interesting race.
Also since it doesn't say it can't be made permanency, does anyone think that I could convince my GM to allow it?

1. There is no RAW that says the spell can be made permanent, unless you find text otherwise.
2. Depends on who your GM is. I'm a hard sell on something like this, but maybe I'm just waiting for the right bribe. On the other hand, it may just cost you your voice. (for non-standard magic, I'm pretty heavy into the Magi Has A Price theme.)

Yeah, that is what I noticed but I don't know if that means it is possible or if that means it is not possible.

Here's the basic rule of Pathfinder. Unless you find something that says it can be done, the answer is that it can't.

If you're starting higher than level 1, it wouldn't be too bad to have the party caster craft wands. And if you are the caster, a lesser rod of Extend spell is only 3,000g.
If you do start at level 1, an unskilled hireling could push you around in a wheelbarrow full of water for pretty cheap.
It is a myself and one other person, I'd rather not be the crutch. XD
Kinda why I wanted to know if it can be made permanent.

That and I wanted to use a very uncommon race, in my opinion at least.

It's unlikely. Merfolk is a pretty unbalanced race, after all.
But, some options!- Human can get +2 to any two stats, Half-Elf can get +2 to Charisma and any stat, and there are a few races like Aasimar and Hobgoblin with two +2 stats and no drawbacks. Chances are the extra +2 isn't enough sink the concept.
- The Strongtail alternate racial trait improves Merfolk movement to 15 feet at the cost of reducing their swim speed. I really don't recommend this, though, since Merfolk aren't a remotely balanced race.
- Various class features can grant stat boosts. Don't know what class you were gunning for, but there might be a way to work it in.
- If you mostly care about the unusual race, Gillmen are similar (but not particularly strong) and Deep One Hybrids get swim speeds.
- Talk to your GM and see if there's a way for you to accomplish your build and your goals.
