PFS legal way to achieve equilant of Create Reliquary Arms and Shield

Advice

I am pretty sure there are ways to get weapons of shields to count as holy symbols, but for some reason my brain just keeps jumping to the Create Reliquary Arms and Shield feat, but as it is not allowed in PFS, I am assuming one can not buy items created with it.

Could I get some suggestions of other ways to make shields or weapons count as holy symbols?

There is an enchantment which will do the trick.

And that enchantment is?

It's not explicit, but a Reliquarian Occultist's starting relic can arguably be a weapon or shield and would therefore count as a holy symbol and divine focus for the purpose of casting divine spells. The text states that the starting relic is "typically a holy symbol of significant age, a fixture from a lost temple, or bone or hair from a prominent historical figure of the religion," but makes no prohibition from choosing something else of religious significance. You could easily flavor a weapon of the chosen deity as one wielded by an ancient cleric or something, especially if that was a Transmutation or Abjuration implement for weapon or shield respectively.

Additionally, and it's not a great answer, but the Blessed Hammer feat does allow the user to make a warhammer act as a divine focus / holy symbol for casting and channeling. You'd have to worship Torag, though.

Consecrated Weapons/Sanctified Shields from adventurer's armory, cost 100/150. Much better deal.

Menacing Shade has the right of it. The other option, of course, is to have fluff decorations on the equipment, but use a Holy Symbol Tattoo from Ultimate Equipment.

I had missed that section of the Adventurer's Armory entirely. It has a bunch of things that fit the character very well, thanks for pointing me that way Menacing Shade.

I had been considering the Holy Symbol Tattoo, but felt a red, inverted pentagram permanently marked on the character's body may remove his ability to hide the fact he is Asmodean around self-righteous paladins.

The heraldric special shield ability from the Armor Master's Handbook is exactly what you're looking for. Not sure if it's been made PFS-legal, though. And unfortunately it only works for heavy and tower shields.

There is also the sacred special weapon ability from Advanced Class Guide (Ignore the 'sacred' bit, it doesn't specify good or evil in the description.)

The Exchange

Get a Holy Symbol tattoo and say it's your shield?

The heraldic special shield quality from Armor Master's Handbook is AWFUL. +1 enhancement bonus for something that Adventurer's Armory does non-magically for 100g is just mental. That +1 will end up costing a lot as the game goes on, and seriously is not worth it.
The quality might be passable for cavaliers (though I doubt it in most cases), but it is just an insane money sink for divine casters.

Silver Crusade

He's playing in PFS, you're not allowed to reflavor in Society play.

Scarab Sages

I cast Animate Thread.

This feat has bugged me too but I came to a different conclusion that is not in consensus.

1. The feat is an item creation feat, so it is obviously banned in PFS.

2. You can buy magical items crafted using banned crafting feats - you just can't do it yourself.

3. Why wouldn't the same rules apply to Craft Reliquary Arms & Armour?

Because PFS restricts you to only purchasing published items, and while the costs are laid out in the Create Reliquary Arms and Shields feat, the 'reliquary' augment itself does not actually appear on a published item list.

Basically, you can purchase an item because it appears on an item list, not because a feat tells you they can be created...
