I'm just making sure if this combo works the way I'm reading it. You have the traits Magical Lineage (magical trait) and Wayang Spellhunter (regional trait) with both traits on the spell "Fireball". Then you get the metamagic feat Burning Spell. If you are level 10 then the initial hit with the fireball would cause 10d6 of fire damage and then those taking any fire damage by that fireball would take 2x10d6 of fire damage on the second round?

You're misreading what Burning Spell does. A Burning Fireball at CL 10 doesn't do 10d6 extra, it does 6 extra (Fireball is a 3rd level spell and Burning Spell does 2x that as damage).
That creature takes damage equal to 2x the spell’s actual level at the start of its next turn.
In other words you should skip on Burning Spell with Fireball and just stick to Empower. Burning Spell seems to be meant for spells that already do damage over time.

Burning Spell doesn't deal twice the spells damage on the second round. It deals twice the spell's actual value.
Burning Spell (Metamagic)
You cause creatures to take extra damage when you affect them with a spell that has the acid or fire descriptor.
Benefit: The acid or fire effects of the affected spell adhere to the creature, causing more damage the next round. When a creature takes acid or fire damage from the affected spell, that creature takes damage equal to 2× the spell's actual level at the start of its next turn. The damage is acid or fire, as determined by the spell's descriptor. If a burning spell has both the fire and acid descriptor, the caster chooses what kind of damage is dealt by the burning spell effect. A burning spell uses up a slot two levels higher than the spell's actual level.
Fireball is a 3rd level spell. So a Burning Spell Fireball would deal 10d6 damage the first round and 6 points the second (2 x 3 levels).
