I found this as I was reviewing the intelligent items page and found this which made me rethink what you said.
Magically imbued with sentience, these items think and feel the same way characters do and should be treated as NPCs.[/url]
So theoretically it could take levels in any class since a npc can. Now the only problem would be if it could actually give powers from the class it has taken levels in.

Indeed.
Had an NPC built this way, had lost control to his magic ring decades ago...
I let the ring USE his class levels though, it didn't have any of its own.

Same here, cursed blade from the Black Blade Magus. Got really rude and a bit stabby when people tried to address the thrall. The build was intended to end with an improved Impaling critical to take over a diety's body on an impossibly high will save (lucifer is statted out and was the intended target).
I used the class levels from the kensai blade bound magus, never thought to give the item itself class levels. Feels pretty complicated, and basically anything non magical would be useless unless it could shapeshift.
A spell casting class would be useful if you didn't have components in the way (psychic?) and I could see druid levels if you can get to wildshape being a lot of fun. Your buckler suddenly turns into a tiger.

Yes, intelligent items can have class levels.
Can a player add class levels to his PCs' intelligent item? No.
Using the vile leadership feat I was actually planning on having a cohort who was a necklace. I would go around using beguiling gift, or just the enemies greed to get them to wear it. Then the amulets overwhelming ego would kick in and I could control the npc as if he were my cohort. I would use the NPCs physical ability scores for the physical scores, and the rings scores for mental.
But this is what I don't get: Would the NPC body my necklace cohort had taken over allow him to use spells with somatic components, or perhaps use bloodline powers and such if he is a bloodrager, or even use rage powers as a straight up barbarian.

To what extent can a intelligent item grow limbs. Could it possibly grow a whole body?
It could create a Lesser Simulacrum and then attempt to take control. Or take levels in a class that allows the growing of additional limbs. Or it could already be a whole body (scarecrow? doll?) and then animate itself.

This gives me an idea. What if the item was used by a homoculus, and the reason the item has a soul. Reverse roles, kinda...
Anyway the problem with both these ideas is the fact that it lacks limbs to create such items, so first it would need someone to create it for them, or an original that can create more.
