So I am looking to create a naming system for levels similar to 1st Ed but different.
So after gathering info and role playing with an NPC I can tell the players that this NPC is a blank instead of 9th level.
Let me explain further for my old gaming group I created a list during 3.5 for all WoTC classes and here is the thread that I did it with 3.5 Level Title Thread.
This list was way to long and you needed a cheat sheet to figure things out there were a couple of really useful posts to what I'm thinking of creating now.
Tier and Level Breakdown
And
Simplied List
So what I am thinking is creating four or five lists broken down by level and tier.
Low 1-4
Mid 5-8
High 9-12
Legendary 13+
So for each of these tiers I want to create a title that ties into classes.
So the groups so far I was thinking were:
Combat based classes (plus one base attack classes)
Arcane classes
Divine classes
Skill based classes
Is there any others I'm not considering?
I was also thinking maybe something like two or three titles per tier per group so their is some variation through out.
As for multiclass and some of the hybrid classes using the title that goes best with the individual character.

It's funny, I've skirted around that very idea many times before but never actually did it in a systematic way. I definitely like the idea of being able to avoid raw numbers (so boring!)
Sometimes the level would be an adjective (obviously Skilled isn't a noun) but sometimes it could be either an adjective or a noun depending.
Level 1-2 : Novice / Novice
Level 3-5 : Journeyman
Level 6-7 : Skilled
Level 8-10 : Master / Master
Level 11-15 : Mighty
Level 16-20 : Heroic / Hero
Level 21+ : Epic
I'd suggest the following adjective / noun / modifiers:
Access to divine spells: Holy / Priest / of Diety's Name
Access to arcane spells: Arcane / Mage / of the Arcane Arts
Greater than 3/4 BAB: Martial / Warrior
Access to sneak attack: Vicious / Sneak
Access to rage: Furious / Brute
Anyway, it's not complete but it's a cool idea to start with.

I would say novice is one with only one npc class level. And journeyman is actually when you really are allowed to leave your home and take up adventuring.
So
Lvl 0: Novice
Lvl 1: Joyrneyman
Lvl 4: Master, Doctor
Lvl 8: Grandmaster
If martial path
Lvl 0: Sguire
Lvl 1: Warrior, Knight Errant if serve under some organisation
Lvl 4: Sir or Knight
Lvl 8: Hero
If divine path
Lvl 0: Novice, Brother, Sister
Lvl 1: Deacon, Monk
Lvl 4: Priest, Reverend
Lvl 8: Apostle
On Lvl 12, npc are rare enough to rise above all titles and can call themselves anyway they want.

0 lvl would be characters with no class level and would instead of racial hit die. some times they also refer to lvl 1 npc classes (as they do in this case). So it really doesn't make sense to include them as part of a path and instead start at lvl 1.
Besides it makes more sense to go up ranks by odd levels as those are usually the power levels for core classes.
So instead
Lvl 0: Novice
Lvl 1: Adept
Lvl 3: Journeyman
Lvl 5: Master, Doctor
Lvl 9: Grandmaster
If martial path
Lvl 0: Squire
Lvl 1: Footman
Lvl 3 Warrior, Knight Errant if serve under some organisation
Lvl 5: Sir or Knight
Lvl 9: Hero
If divine path
Lvl 0: Novice
Lvl 1: Brother, Sister
Lvl 3: Deacon, Monk
Lvl 5: Priest, Reverend
Lvl 9: Apostle
My worlds generally include lvl 14's as the strongest npc's that aren't planehoppers with maybe a 16. So those characters would have such titles as blade-master, high-priest or archmage.

I refreshed my memory, so if you care history:
Apprentise: starting from age around 5 to 8, but can be as late as 12, but those are rare and have to follow orders of those who started before him, basically dog's life, sleep on floor on the workplace, no pay but food and training. You can guess why people usually wants to start their joyrneyhood as soon as possible.
Joyrneyman: usual starting age overlaps with random starting age from vital statistics. With letter from master as proof of basic skills, goes to gain experience from various contracts. Can make little money by his work, not allowed to employ others.
Master: Gain status of master by proofing it making a masterwork item. Craft Wondrous item? 3rd level... too soon?

The more I think about this and read posts and look for titles I think I want to go with titles that you added to the class name like arch wizard high cleric and so forth.
So the break down will have four titles ( I debate adding more titles for each group and the best title for the character is selected to go along with there skill set) for each group.
So the current groups are
combat character
Skills based character
Arcane character
Dive character
Occult character
Here is a list of titles that need to be put to each
Paragon
Initiate
Master
Apprentice
Hero
Champion
Arch
High
savant
Warlord
Disciple
Devotee
Novice

So I have come up with what I think is an Ok solution to this let me know what you think. Each NPC up to the GM to what they think makes the most sense for the character with use one of these titles
An Example a Paladin Initiate for an Beginner paladin but that same Paladin at legendary level could be a High-Paladin or an Arch-Paladin how ever the GM feels will project that character more accurately.
Beginner 1st-3rd: Apprentice, Acolyte, Initiate
Low 4th-6th: Disciple, Veteran,
Mid 7th-9th: Hero,
High 10th-13th: Master, Champion
Legendary 14th+: Arch, Grandmaster, High
I want to get 3 titles for each group and Im working on that now, what do you guys think?

Checked the population of Sandpoint from Runelords.
With quick analysis
regular folk are at levels 2 and 3,
Experts of their jobs are around 4 and 5,
And leaders and those considered legends are at 6 and 7.
But that is just one small town, so I did more research. You can easily douple those level in Kalsgard, by Jade Regent. And it becomes more mess when adding other places. For example, you can be legendary or atleast well respected and known at metropolis by lvl 3. And still be a nameless mook at lvl 6, so while I fully aprove what you are trying, it now seems kind of pointless. :(
