It could be a spell, item, potion, maneuver, whatever.
I was searching for it, but cannot find what i want. The closest thing is the thunderstone. But it is too aggressive for my purpose.
The why of this question is i made an NPC who's iconic weapons are two "guns" that shoots cones of energy/effect able to daze characters for 1d4 rounds. He does not use them for nasty purposes, he instead is a kind of mediator and use his weapons when he needs to forcefully stop people of fighting/acting for enough time to put things in order.
I can just leave them as they are now, devices that can shoot 5 times before needing to be recharged and calibrated, something that cannot be done in battle, DC 15 Fortitude save, and consume a thunderbolt to fuel 5 shoots.
But i still want to compare to other abilities/spells/devices to know how under/over powered or balanced those weapons are.
EDIT: I's like to find a way for the guy to power it consuming his spell slots or using alchemical things... just because thunderstones are expensive! xD No, really just because he has magic power but just to power things with it.

Any dazing 3rd level spell. Dazing fireball is usually a pretty good choice.
LoL! But i don't need to do additional damage, just to daze. And it would be lvl 6... but without the damage i cannot state what it is. Maybe a Daze spell with metamagic feats to increase it to make it a 3 lvl spell... then Dazing Spell...
But lol! I love a dazing fireball xD

Those are quite non-powerful, especially if you never use them for combat. Anything else you find would be stronger.
I thought it. Until the PCs left him alone and a drow was about to pierce him with a rapier with poison then he decided to use the gun to daze him and survive. Wait! If i compare it with the drow poison it is not that powerful... so i think it is much lower that the dazing fireball.

Dazing merciful fireball, which only does non-lethal damage.

If you aren't attached to the 'guns' concept - just make him a Sensei Monk who has low STR and jacked up DC on his Stunning Fist (high WIS and mantis style feats) - he just hits people with a nonlethal Stunning Fists to stop them.
Potentially the 'gun' lets him use Blood Crow Strike a couple times per day.
Plus - a Sensei Monk fits the idea of a peace-maker/negotiator.

A 7th level Swashbuckler with a Cape of Feinting can daze anything in the world forever.
Anyone else can do it 3 times a day.

Your character may use them to be "nice", but game design needs to take into account that these are devastating tools for folks that aren't so benign.

That's what metamagic rods are for. Dazing fireball. Or dazing merciful fireball if you want.
Heck even dazing flurry of snowballs (to get around spell resistance).

Dazing Merciful Burning Hands gun: gives you a 15' cone burst of 'Stop that!'
Glitterdust gun: lock them up with blindness. Think a wand with a heightened Glitterdust to give you higher DCs.

Hmmm... maybe bonded to him... like an alchemical thingy, so not in his hands the guns are just decorative stuff.
