Do Encumbrance and Armor Check Penalty apply in PFS?

Er, Cao Phen is right. Page 150 is what he quoted from, and does indeed state both ability and skill checks if you're not proficient. Initiative is a dexterity based ability check.

Right, and just to make it all official-like, almost that exact wording is used in the discussion of Initiative at p. 178 of the Core Rulebook, where it says, "An initiative check is a Dexterity check."

It help those who are considering just running a cleric in Full Plate. =)

As for the feat, I think thaat the Scion of War is one of the few feats or abilities that changes the ability score to something other than DEX.

Nonproficient with Armor Worn: A character who wears armor and/or uses a shield with which he is not proficient takes the armor's (and/or shield's) armor check penalty on attack rolls as well as on all Dex- and Str-based ability and skill checks. The penalty for non-proficiency with armor stacks with the penalty for shields.
