Lets say I take a 1/2 orc, replacing Orc Ferocity and Weapon Familiarity with Human-Raised and replace Darkvision with Skilled. Do I gain 2 additional skill points per level?

why wouldn't you? both increase your skill points by one per level. They are probably named differently to avoid confusion when someone does this.
Mainly because both give you the same trait, skilled. I'm unsure if you can have the same trait twice. [skilled from 1/2 orc and skilled from human (Human-Raised). I couldn't remember a ruling about it so I figured it was better to ask if anyone knew a reason it doesn't work.
I hate to say it but... here is Mark saying it doesn't work for the reason you listed.
I'll have to look up the section Mark mentioned when I get home. I was thinking the only thing mentioned there about traits picked was when you create your own race from scratch.
