How to make Sandman from Rise of the Guardians.

I want to make a character based on Sandman from Rise of the Guardians. How should I make him. Emphasis on sleep and whips. I was thinking Sandman bard but any ideas are useful.

100% a witch. I'm sure I or someone else will be able to provide a bit more of an example build if you offer more restrictions on what you are looking for, but thematically a dreamweaver (archetype) witch fits 100% what you want.

The whip won't be an effective melee tool, but for thematic reasons you could still have one.

Problem is changeling only and I was thinking Sandman would be a gnome.

be a gnome outsider race of some variety, such as maybe oread, then take the Mostly Human racial trait and take the Racial Heritage (Changeling) feat
