By typical char-gen rules, this is a truly monstrous race (per the ARG guidelines), you won't begin to be able to afford the creature types, subtypes and assorted templates, let alone ability scores higher than 5 before racial modifiers.
That breath weapon is hellishly expensive in racial points, as what you're looking for seems to be a variant of Dragotha's breath weapon from Age of Worms plus several "metabreath" feats built-in, neither of which exist in PF as far as I am aware.
Class: gestalt Cleric of Urgathoa/Sorcerer (crossblooded arcane/shadow bloodlines).
Templates are Half-Umbral Dragon [originally in PF #11] (a +2 CR adjustment) and Thanodaemon Host [3rd party] (another +2 CR adjustment).

What level are you starting?
Do you start with WBL? (Wealth By Level)
Are you permitted to take negative templates to balance out positive templates?
Are you allowed to use the old 3.5 buyoff rules for templates?
Are you permitted to use flaws?
Is 3rd party allowed, first party only? Etc.

Just because the thought exercise amuses me mildly:
Heroic ability score point buy gives you 25 points. For this exercise, we'll be generous and presume they can be combined with racial points to build the monstrosity described by the OP.
(Note: social ramifications are copious for such a 'race', so we'll go ahead and abuse the RP system on the OP's behalf.)
The half-umbral dragon and thanodaemon host templates, using the RP-points to scale APL guideline presented in the ARG, are worth 20 racial points each for a starting total of 40.
"has tons of construct parts" - half-construct in the ARG, 7 racial points.
"spider bottom" - aberration creature type, 3 racial points - required for the arachnotaur physique and drideresque elements. We'll get to the rest of the goodies from having this later. And the type goes away anyway.
So far we're at 50 racial points, the only breath weapon is from half umbral dragon (albeit its NASTY at low levels) and we've not 'bought' the arachnotaur anatomical bits yet.
Standard language array, 0 racial points. Native languages are Common, Daemonic and Draconic. Racial bonus languages (gotta learn 'em first): Abyssal, Aklo, Elven, Infernal, Undercommon. On Golarion, add Necril and Sakvroth (drow sign language).
Climb standard racial trait, 2 racial points (52 so far).
Expert Climber monstrous racial trait, 4 racial points (56 total).
Eight-legged [which is quadruped at a higher cost from having 8 legs instead of 4], 4 racial points (60 total).
Large size (required to have eight legs), 7 racial points (67 total).
Ability score modifier quality, mmmmm, oh let's go nuts and go with flexible, +2 Wis, +2 Cha, 2 racial points (69 total).
Alright, now we've got our spider-bottomed half-umbral dragon half-construct thanodaemon host with a very acceptable breath weapon 1/day. There's no "as written" mechanisms in the ARG for the desired breath weapon by race, so the OP is going to have to learn the dragon breath spell to attain that goal.
What does he get for all of these racial points?

Not quite. See, you still gotta PAY for all of your shiny new toys, and they didn't come cheap at 69 racial points. This is where the OP GM's rules on chargen are necessary. However, if we were to extrapolate on the GM not wanting to ramp up APL by +3:
Keeping the core races as what the GM has in mind, the highest RP total per the ARG is 11 (dwarves). Combine with 25 from the heroic array gives a sum of 36. 33 points have to come from somewhere. That somewhere is called "dump stats". Dumping all six ability scores to 5 generates a mere 24 points, leaving this critter with 9 racial points to cough up. Scratch expert climber (- 4 RP), add the negative energy affinity (-1 RP) and light blindness (-2 RP) weaknesses and drop flexible ability scores down to weakness [+2 Str, -4 Int, +2 Wis] (-3 RP) (see the strikethroughs above for the changes wrought) nets things down to zero.
What did you end up with, grasshopper?
17 Strength, 3 Dexterity, 13 Constitution, 5 Intelligence, 9 Wisdom, 7 Charisma. You have an AC of 9 (10 -4 Dex -1 size +4 natural), a touch AC of 5, a CMD of 10 (10 +1 size +3 Str -4 Dex +0 BAB), a Fly skill of -6 (-2 size, -4 Dex) before armor check penalties and your only hope at 1st level in combat is melee (+2 melee attack bonus; -5 ranged attack bonus). Even if you could cast a 0-level spell, you can only hit the broad side of a barn about half the time. Adding insult to injury, this critter as about as sharp as a bar of soap, so skill ranks are effectively non-existent.
You have at best 12 hp at first level assuming you take Toughness at 1st level and you have either gestalt Cleric/Sorcerer or Cleric as your first level. Given your -1 Wisdom modifier, you can't store energy to stave off daemonic consumption and because of the desire to be sired by Charon - note that charonodaemon host is not an option, thanodaemon is the closest match - you have no capability of killing someone by aging to stay alive. In other words, you're a dead thing walking. If you're lucky, you'll last 24 days with your pals hauling your half-ton carcass around in a cart for the final 12 days before day 25 shows up, consumes your body in the dust of ages and sends your soul howling to Abbadon.
The OP's only hope is that the GM is allowing a much higher total of racial points (far more than 11) as all of the ability scores have to be bought up from 5. Wisdom, Charisma and Constitution are your MUST haves if you have any RPs available. Better hope that you're starting at significantly higher than 1st level, as your best familiar is a cacodaemon improved familiar at the appropriate juncture.
Gestalt (advancing in two classes simultaneously, its 3.5 OGL, so it is Pathfinder compatible) as a Cleric/Sorcerer (crossblooded arcane/shadow) as previously outlined is REQUIRED for this character concept. If the GM doesn't allow this, then you're multiclassing Cleric/Sorcerer (as above) until you qualify for Mystic Theurge at 8th level (entering at Cleric 3rd/Sorcerer 4th at the earliest).
The only problem is that you have NO spellcasting ability and very little ability to channel energy (1/day, 1d6 negative energy, DC 8). Not even 0-level spells.
Social ramifications: This critter/character doesn't remotely resemble anything the general public would view as acceptable. Spider-taur with a scaled humanoid-ish upper body, draconic head, clawed hands, scales nearly as thick as scale mail armor plus whatever clockwork/mechanical bits and pieces are sticking out to go with the furred arachnid horse-sized lower half ... yeah, it's a monster. Guess what's getting left outside of town, every time? Yep, that's you. At Large size with the Dexterity of a very, very old man, you have the Stealth skills of an avalanche (Stealth -8 before applying your one skill rank and any armor check penalty). Odds are not good. Your equipment has to be custom-made as a Medium non-humanoid.
And some really nasty drow fleshwarpers are probably looking for their escaped lab rat with semi-adequate language skills. Yes, that's you.
