Which race for a Focus power Occultist?

I'm building an npc Occultist who will be focused on using the Focus Powers more than her spells most of the time. (Most of her spells will be long duration buffs or utility ones).

But I can't make up my mind between Elf/Halfling (1/2 point mental focus per level) or human (1/6 Focus power per level).

Which is better, more points or more powers?

the human gives you more options, but if you don't need options then it's not worth it, making having more points and being able to use your powers more often worth it.

Keep in mind as a half-elf you still qualify for Elf, and Human FCBs. Also I'd say the points are more useful.

Oh yes. I'd forgotten half elves can get both. Hmmm.I might go Helf then. And go with points to start with. IF I find I need more powers, I'll start going for powers after that.
Or re train.
