In a game I am about to start, I am telling people that they cannot take the item creation feats, and to replace class features that grant such feats with the PFS work around.
A player understands that he must take Extra Bombs for his Alchemist (instead of getting Brew Potion). But, he is curious as to whether or not he should still be able to build mundane alchemical items such as alchemists's fire and smokesticks?
In PFS, would he still have that ability?

In PFS you cannot use the Craft skill to make items, though the Craft skill is not a feat, so this does not entirely fall under your rules as stated.
If you wish to use the PFS rules for all types of crafting, then his only use for the skill is to make "day job" checks, which can give him some extra gold between sessions/adventures. See the table "Day Job Check Rewards" in the Guide to Pathfinder Society Organized Play for how much gold he would earn.
