The problem with penumbra is that it far outshines this level 2 spell. Even if that level 2 spell has an added effect of saving throws, it still is a level 2 spell that can't be cast infinitely.
Edit: There's also an item that does it, but the Lenses of Darkness costs 12,000 gp.

I'd make the contention that they were cut for good reason, and not fully developed. Since the blog explicitly calls out the spells as not legal for PFS, it would create an ambiguity in rule hierarchy question that we don't need as policy.
They're cute, but I'm content to have them not exist.
Some of them would be awesome as a spell found in an arcanist's spellbook, though...

It would be nice for a cantrip to exist for each of the energy types though. It's a bit of a pain that fire and electricity themed characters are left out. My draconic sorcerer would love a fire cantrip.
this way lies the lesser orb of EnergyType and orb of EnergyType spells from 3.5....

At this time, I think the best way forward is to have them published in a book such as a Player Companion. This would provide them another development pass in light of some other spells that we have since published (like the gentle breeze and protective penumbra referenced above) as well as a chance to just re-examine the cantrips to make sure that none of the design decisions or assumptions have changed in the four years since the blog.

How does a cantrip that does fire damage (different than ray of frost and acid orb) or a similar one that does electricity damage break the game? I'm not asking for a cantrip that can be whatever energy type you want it to be.

While I like those cantrips, my favorite cantrip of all time, Pants, is alas a third party spell. I know that it will never show up in PFS... but a bard can dream, can't she?
You know, I was really hoping that cantrip was inspired by a certain famous NPC, doing the opposite of what it does. Instead of dropping someone's pants, it would simply fabricate a pair around their gross, naked rear end.
