Startling , frightening?

So. Do these abilities only work in vigilante mode? I automatically assumed so.. but upon reading it I am less sure. I thought originally it was because you were costumed.
but now that I've read it again, with the newest version in mind (it allows you to use abilities in social form).

Do they only work when your in costume? Or would they work in social as well?
I think it feels like it should be valid in both forms; simply because the social version is suppose to be viewed so unlikely as an enemy.. so the sudden attack is rather startling/fighting/surprising..

How about working in Mundane, or specific person costumes?

Vengence strike has a notation about "not being seen as a threat" so sorta wish this one had that clearly labeling persona wise.

I really sort of want it to in all versions. Because it makes it a lot more usuable, and increases the liklihood of someone being able to bypass security in one round sorta thing.
So, anyones thoughts?

It's for either form - being in one vs the other might grant certain bonuses to catching people unaware. the line is one of the few things tying the two halves of the class together.
