Why dose it say in the pathfinder bestiary that there are 6–12 leopards in a hobgoblin tribe? I can find no explanation or reference to this anywhere. Leopards and hobgoblins are both medium size, and hobgoblins weigh 40 pounds more than leopards, so their useless as mounts. As for attack dogs, I'd assume goblin dogs would be more suited to that role. Their environments are also different, with leopards being in any forest and hobgoblins in temperate hills. Someone please help me make sense of this.

Plus a rigid militaristic organization probably wouldn't be too happy with a 3-foot dander monster.
Well, the slaves are certainly less efficient when you are suffering from allergic reactions. The -2 to cha might be preferable, since that means they talk back less (hard to make an inspirational speech while half your face is covered in blue paint if you keep scratching it off)...but still...they are less able to do their work with the -2 dex.
The nice backglow from the cat eyes in the dark is also nice for intimidation.
