I noticed that witches get bonus patron spells at levels they can't cast them at - for winter for example they get ice storm at 6 even though they cant cast it till level 7. Does being granted the spell mean that if they had intelligence high enough to get a bonus level 4 spell they could now cast it at level 6? Or us it really just a one level tease?

Intresting. Didnt think of that at all. Has this never been officially stated anywhere? Pretty big deal to get a spell in a lower spell slot.

You can't learn something that you can't cast. So the only reasonable option is it is a spell of the highest level you can cast when you learn it.

It's not unusual for domains, mysteries, bloodlines and patrons (and any other similar class features I may have neglected) to grant "early access" to certain spells. That is to say that you gain a spell at a level or so sooner than might be normal from a class list.
Someone collected all of these in a guide or advice post somewhere I believe.
