A player of mine is interested in creating a spell that allows melee attackers to benefit from flanking against a target regardless the attackers' positions. None of us are familiar enough with the spell rules to create the spell so I am looking for suggestions related to pretty much all aspects of the spell (level, descriptors, etc.)

To what purpose do you want this spell? For someone to make the spell that you want we need more specifics. If it's just to get a +2 to hit against the flanked target, it's not even worth it (as it replaces a strategic flanking bonus to a flat +2 spell that doesn't stack with the bonus from flanking), just grab another bonus-to-hit spell. If it's to allow a rogue or someone else to make a sneak attack, consider a spell making someone flat-footed or a spell that lets someone treat his next target as flat-footed instead.

This feat accomplishes what you want to do pretty easily.
If he is making a new spell, I think it would be a relatively simple, low level spell. Something like, an illusion that follows a target for rounds/level, which provides flanking if the target fails a will save. This would be a level 1 spell IMO considering you could do the same thing with a summoned monster which could also attack and take hits.
