So I've come up with a fun idea for a character, but I just can't seem to build him right. I was wondering if anyone had any advice on how to build off my idea for a character, help me come up with a class/build that fits.
Essentially I am making a character in reverse. I know that most people want to build a race/class combo and and then flesh out personality and stuff, but I am doing the opposite. I have an idea for a personality, and want to build a workable character around it (note, it doesn't need to be broken or overpowered, just workable in PFS)
Idea: LN character who worships Olheon. Essentially a super arrogant Sovereign court character who is 'all' the nobility. Constantly believing himself to be superior to all. Holding himself in high regard, bossing his 'lessers' around, so on and so forth. I want to create an arrogant aristocratic jerk who genuinly thinks the nobles system is correct. He thinks that he is the height of refinement, and hates anything uncivilized or breaking the social order.
Don't worry, I think I'm a good enough role-player to play this character as fun and funny and not be annoying to all players at the table.
I had an idea to play a Tengu Shaman who felt he was entitled to everything because the spirits chose to speak to him, thus proving his superiority. (This relates basically to the Japanese Mythos of the celestial hierarchy.) This would allow my character to use the 'most refined' of all weapons (a Katana) through the swordtrained racial. Unfortunately, trying to build a 'battle' shaman just doesn't work, they are too MAD dependent, don't get great self-buffing spells, and aren't great at any one thing. Not to mention I want this character to have a high charisma because he attends noble galas and balls and such.
Warpriest also kind of works for that, but doesn't give me many skill points, (same with cleric), and I already have a PFS oracle. Inquisitor would be much more combat oriented than I was looking for.
Essentially, I want a primary caster that can be in melee if worst comes to worst, but otherwise is content to stand back and let the 'little people' do the gross fighting while he 'influences the spirits to aid the party' (buffs party/debuffs enemy.)

Maybe a white-haired witch?
Spellcaster, skills from high Int, uses his hair to wrap up opponents when his "minions" fail him.
I've been looking at the witch stuff. The hair thing isn't what he'd do (he'd just realize that the 'help' had been poor, but really, what can you expect from such miscreants?) I was tempted by the hex channeler, until I saw how much it sucked.
One idea I had was to be a Mastermind investigator and dip one swashbuckler. It's a fair bit more combat-minded than I would like, but it could go like this:
Lvl 1 swashbuckler: Weapon Focus-Katana
Lvl 2 Mastermind investigator
Lvl 3 Mastermind investigator: Slashing Grace-Katana (Which works with Swashbuckler's Finesse)
It makes me less spellcasty than I want to, but it let's me be a manipulative jerk with inspiration to things like diplo/bluff/intimidate. Plus, the level of swashbuckler nets me access to all martial weapons, so I could sit in the back and fire off a 'daikyu' (Japanese longbow, which was also considered a very 'refined' weapon.)
I dunno if it would work as a character though.

Alchemist
Every Noble needs a hobby, the more dangerous the better. Also, alchemy gets expensive, something a noble does not typically care too much about.
They also get a lot of skill points through their high INT and a base of 4+INT.
Ignore the mutagen, or get a cognagen to enhance his refinement.
Bombs, lots and lots of bombs.
If you want the inspiration, I believe there is an alchemist archetype that gets it. I just do not know what they trade out for it.

Your idea sounds like bard.
Bards have spellcasting, mostly of the buffing and manipulating variety, bardic performance, also lots of buffing and manipulating, and lots of skill points.
Also, I recommend taking the "Noble Scion" feat from Inner Sea World Guide. That way the character actually comes from a noble family.
And don't forget to get a noble title once you hit 20 Fame ;)

Inspired Chemist gives up mutagen for a cognogen, and I really don't see much else.

After much thinking, I've come up with an idea. I just want to know if people think if this is workable in PFS (I.E. if I'll contribute to party cohesion.) I want to know if it's SOLVENT. I don't care how 'broken' it is.
Tengu Shaman of the celestial order (Sovereign Court)
Kicked out of his homeland by his brother, this noble-born Tengu has been stripped of his title dispite the 'divine' gift he has over the spirit world. He works within Taldor to one day reclaim what he has lost.
Traits: Fasionable, others?
Str: 10, Dex:16, Con:12, Int:12, Wis: 15, Chr:14
Level 1: Shaman (Heavens) (Weapon Focus: Katana)
Level 2: Shaman (Hex: Heaven's Leap?)
Level 3: Swashbuckler (Feat: Slashing Grace: Katana)
Level 4: Shaman
Level 5: Shaman (Hex: Fortune or Healing?)(Common Wondering spirit: Life)(Feat: Extra Hex, Lure of the heavens?)
I'm basically relying on my spells to be the driving force of the character, throwing out buffs and such in combat, and maybe healing afterwords. The rest of the stuff goes into flavor, which I REALIZE makes me suboptimal, I just want to know if it is SALIENT. I realize this character is not going to be GOOD, I just want him to be able to pull his weight.
Skills:
Diplomacy
Knowledge: Nobility (Class skill at 3rd lvl from Swash)
Spellcraft
Sense Motive (Class skill at 3rd level from swash)
Knowledge: Nature (Maybe split ranks with Knowledge:Planes, to represent knowledge of 'the spirit realm).
