Yes but it forces them to eat a two level penalty and gives exactly the flavor the guy wants and well this is a monster PC.
Fair enough. Between the template, the build-a-race race I slapped up, and comments concerning it, the OP should be able to find something that's suitable, not game breaking and could very well be accepted by his/her GM.
EDIT: Ack, the languages technically make the race 20 RP. Either way, still usable.
With your racial point buy and this Simple Bard class that actually would give the fluff of the Lillend race perfectly.
And taking 2 levels negative over 7 is preferable.
And we may pay off the CR increases over time.
